The Grand Narrative for War: Manufacturing Consent on Syria

 
Edward Herman and Noam Chomsky gained much notoriety from their seminal book, Manufacturing Consent, more than two decades ago. The central thesis of that book – that political and media elites construct propaganda narratives in order to build support for U.S. foreign policy – remains as relevant today as ever. Obama’s proposed intervention in Syria is a case in point. Public support for military action remains quite low – ranging from between one-quarter to one-third of Americans according to recent polls. That’s likely to change in coming weeks to months as the administration ramps up its pro-intervention rhetoric, and as political elites, reporters, and media pundits uncritically repeat and embrace his messages. The 2011 intervention in Libya provides a template for the administration’s plan:
  1. defend an intervention via humanitarian rhetoric that lambastes a dictator for serious human rights abuses;
  2. deliver a number of public speeches in an effort to build support for war;
  3. and once troops begin to enter harm’s way, sit back and enjoy increased support as Americans “rally around the flag” in support of the conflict.

This formula was enough to gain support for intervention from between 50 to 60 percent of Americans in the case of Libya, and is likely to do the same in Syria once Congress goes along.
The process has already begun. A senate committee already voted 10-7 to grant authorization for force, and a floor resolution is likely to follow in this Democratic controlled chamber. The Obama administration has largely controlled the narrative on Syria over the last year and a half, stressing that the United States is seriously concerned with Assad’s abuses and use of chemical weapons against rebels and civilians. A September survey from the Pew Research Center finds that by a factor of more than two-to-one, Americans conclude that, from what they have “read and heard,” that “there is clear evidence that the Syrian government used chemical weapons against civilians.”
The beleaguered peoples of Syria, Obama contends, need a helping hand from the United States, which is said to be unconditionally concerned with protecting the safety and security of those targeted by Weapons of Mass Destruction. The claim that the Syrian government has used chemical weapons against its people has been largely accepted in political and media discourse, despite the fact that the administration has yet to present any concrete evidence. The failure to present evidence presents a particular problem considering claims appearing in news reports that rebel groups may be guilty of using chemical weapons. The Syrian government may very well have used these weapons, and this would probably surprise few people, but the key point here is that the administration has done nothing to present that case before announcing its campaign for war.

In analyzing major news stories via the Lexis Nexis academic database, my findings suggests that during early 2012 and in the first half of 2013 (both periods when reporting of the Syrian civil war was growing), the percent of stories referencing the Obama administration significantly outnumbered references to Congressional Republican opponents in the news by between ten to twenty percentage points. In other words, the administration had a clear advantage in controlling the narrative on Syria – as presidents typically do when it comes to foreign policy. Reports claiming that both the Syrian government and rebel groups have engaged in human rights abuses and used chemical weapons represent a challenge to Obama’s Syria narrative.

According to Lexis Nexis, reports referencing these two points barely appeared in U.S. news stories from 2012 to 2013. Instead, the grand narrative on Syria emphasized Obama’s rhetoric on the need to confront Assad, while also stressing the efforts of rebels to take down the government. Predictably, those paying close attention to news on Syria have fallen in line behind the president. My analysis of Pew Research Center polling data from 2012 finds that those paying “a lot” or “some attention” to Syria in the news were significantly more likely to support U.S. military intervention and more likely to embrace supplying weapons to rebels than those paying attention to Syria news “not at all.” The effects of pro-administration media content, however, were blunted by the fact that relatively few Americans were paying attention to Syria from 2012 through early 2013 (typically less than 50 percent in polls when this question was surveyed). Pro-administration coverage is likely to produce growing support for intervention by late 2013 however, considering that a strong majority of Americans (over 60 percent from recent survey findings) are now paying attention as the U.S. prepares for war. Mass support will be necessary to tip the scales in favor of intervention.

Clearly, Obama read the writing on the wall and saw from the latest polling figures that opposition to war has persisted by a factor of two-to-one; hence his effort to achieve support from Congress. This president would like to spread responsibility for the intervention between himself and the legislature, in an obvious effort to prevent a public mutiny focused on executive and to avoid the tarnishing of his presidential “legacy.” This effort has little to do with a commitment to the rule of law, as Obama argues (Congress according to the Constitution has the power to declare war, not the president). Obama showed contempt for Congress and little interest in securing a congressional resolution in the 2011 Libya intervention. Receiving support from Republican hawks and Democratic allies on Syria, however, will add an element of perceived “legitimacy” to the war effort, likely bumping up public support. This much seems clear from late August NBC polling demonstrating that 79 percent of Americans feel that “Obama should be required to receive approval from Congress before taking military action in Syria.”

  1. Obama’s delivery of a number of speeches shortly before the conflict begins (as happened in Libya), will likely be accompanied by growing support among those paying attention to presidential rhetoric and reporting on Syria.
  2. Pundits in the media will fawn over the president for his efforts to promote “transparency” in the intervention by presenting “clear cut” and “definitive” evidence that the Syrian government used chemical weapons – of course, without bothering to pressure for a return of inspectors to verify these claims.
  3. Finally, as the U.S. military enters into the hostilities, many will grant short-term support to the president, seeking to demonstrate their “support for the troops” during a difficult time.
This “rally effect” has accompanied every war in recent history, and it will be no different in Syria. The combination of these three developments will likely result in at least a bare majority of Americans (perhaps more) supporting limited intervention, so long as ground troops are not introduced.

The notion of “manufacturing consent” seems appropriate here, considering that challenges to war are being marginalized in political discourse. Some of those points are worth reflecting on:
* Why should Americans accept Obama’s artificial “red line” in the sand that dictates intervention based upon evidence of the Syrian government’s use of chemical weapons? Estimates suggest that approximately 100,000 Syrians have already been killed in the civil war. Do we even know how many have died as a result of chemical weapons use as compared to conventional weapons? What makes a death via chemical weapons more morally outrageous than a death via conventional weapons? Do the families of the dead care about this distinction? A murder is a murder regardless of the type of bomb used. The “red line” narrative appears to be little more than a propaganda line used to drum up public support for war at the expense of critical thought.

* Should we really believe that air strikes are going to disarm the Syrian regime, or at least render its alleged chemical stockpile harmless? This seems fanciful, despite the fact that so many pundits are accepting this position. Those familiar with the disarmament process know that it requires the introduction of international inspectors, which first need to identify facilities where chemical weapons reside, in order to disarm them. Without such efforts, there is reason to question the assumption that a bombing campaign will prevent future use of chemical weapons. The bombing campaign seems intended to degrade Assad’s military capabilities – rather than his chemical weapons stockpiles – so as to provide the Syrian rebels with an opportunity to take the offensive against the government. Obama hasn’t been honest with the public about this motive for action.

* Why is military intervention superior to intensifying sanctions? Increased sanctions send the message that repression is unacceptable, as the guilty country becomes even further isolated from the rest of the world. This solution has the added advantage of removing U.S. responsibility for the bombing of civilians in large numbers. Furthermore, the sanctions alternative will at least ensure that the U.S. does not further exacerbate instability in Syria, considering the concern that violence could spill into neighboring countries. Hezbollah has announced that it will launch attacks against Israel following a U.S. intervention in Syria. Hezbollah’s attacks would most certainly be accompanied by Israeli incursion into Lebanon, contributing to further regional instability, death, and destruction.

* Why Syria, and why now? There are so many examples of repressive allied regimes that receive a free pass on human rights abuses. Reports suggest that more than 600 civilians were killed in the recent military crackdown by the U.S.-allied Egyptian dictatorship, with scarcely a word from the president, compared to the 1,500 hundred who died in the Syrian government’s alleged chemical weapons attack last month. Plenty of examples of human rights abuses by U.S. favored dictators (or by countries with little strategic value) have produced little to no response from U.S. presidents. To name a few: the Saudi and Bahraini government crackdown on protesters in Bahrain during the Arab Spring; government genocide against civilians in Darfur during the 2000s; the Turkish government’s suppression of tens of thousands of Kurds from the 1990s onward; the murder of hundreds of thousands via genocide in Rwanda during the 1990s; the Indonesian government’s occupation and genocide in East Timor from the 1970s through 1990s; Saddam Hussein’s gassing of the Kurds during the mid to late 1980s, when he remained a valued U.S. ally. We could add more countries to the list, but the main point is that allied human rights abusers (or those responsible for abuses in countries with little strategic value) receive a pass, while designated enemies of state (Libya and Syria being the most recent examples) are targeted due to geopolitical U.S. interests – the most salient being Middle Eastern oil.

* What about those chemical weapons? Why should the Obama administration expect the public to accept that Assad used chemical weapons when literally no evidence has been presented? To simply accept presidential rhetoric without evidence would be a serious mistake in light of the way that intelligence was knowingly and criminally manipulated by Bush in selling the war with Iraq. If it turns out that both sides are guilty of using chemical weapons, what is the humanitarian or moral basis for intervening in favor of rebels – who themselves have amassed quite a horrendous human rights record – against the government?

* What of humanitarian concerns? Do we really think that bombing military emplacements located in civilian areas can be defended as humanitarian? Such attacks are likely to escalate the human rights abuses in Syria, rather than curtail them. It is a historical fact that the vast majority of deaths during war are civilians. Perhaps we should stop defending wars by using mythical humanitarian rhetoric when we know that they produce destruction and death, instead of humanitarian relief.
To date, I have seen little effort to address these criticisms. Such concerns have been brought up from time to time in the news, but if past trends continue, media coverage will privilege presidential narratives over anti-war views. At day’s end, Syria appears to have all the makings of a classic effort to “manufacture consent” in favor of war.

Arab Spring Or "Post-Modern Coup D’états"


 Revolution vs. Counterrevolution: Whatever Happened to the Arab Spring?

Within the first few months of 2011, the U.S. and its allies lost three loyal “friends”: Hosni Mubarak in Egypt, Zine el-Abbidine Ben Ali in Tunisia and Saad Hariri in Lebanon. While Mubarak and Ali were driven out of power by widespread popular uprisings, Hariri was ousted by the parliament.
Inspired by these liberating developments, pro-democracy rebellions against autocratic rulers (and their Western backers) soon spread to other countries such as Bahrain, Yemen, Jordan and Saudi Arabia.
As these revolutionary developments tended to politically benefit the “axis of resistance” (consisting of Iran, Syria, Hezbollah and Hamas) in the Middle East, the US-Israeli “axis of aggression” and their client states in the region mounted an all-out counterrevolutionary offensive.
Caught off-guard by the initial wave of the Arab Spring in Egypt and Tunisia, the US and its allies struck back with a vengeance. They employed a number of simultaneous tactics to sabotage the Arab Spring. These included (1) instigating fake instances of the Arab Spring in countries that were/are headed by insubordinate regimes such as those ruling Iran, Syria and Libya; (2) co-opting revolutionary movements in countries such as Egypt, Tunisia and Yemen; (3) crushing pro-democracy movements against “friendly” regimes ruling countries such as Bahrain, Jordan and Saudi Arabia “before they get out of hand,” as they did in Egypt and Tunisia;  and (4) using the age-old divide and ruletrick by playing the sectarian trump card of Sunnis vs. Shias, or Iranians vs. Arabs.

 1. Instigating Fake Arab Springs, or post-modern coup d’états 
Soon after being caught by surprise by the glorious uprisings in Egypt and Tunisia, the counterrevolutionary forces headed by the United States embarked on damage control. A major strategy in pursuit of this objective has been to foment civil war and regime change in “unfriendly” places, and then portray them as part of the Arab Spring.
The scheme works like this: arm and train opposition groups within the “unfriendly” country, instigate violent rebellion with the help of covert mercenary forces under the guise of fighting for democracy; and when government forces attempt to quell the thus-nurtured armed insurrection, accuse them of human rights violations, and begin to embark openly and self-righteously on the path of regime change in the name of “responsibility to protect” the human rights.
As the “weakest link” in the chain of governments thus slated to be changed, Gadhafi’s regime became the first target. It is now altogether common knowledge that contrary to the spontaneous, unarmed and peaceful protest demonstrations in Egypt, Tunisia and Bahrain, the rebellion in Libya was nurtured, armed and orchestrated largely from abroad. Indeed, evidence shows that plans of regime change in Libya were drawn long before the overt onset of the actual civil war [1].
It is likewise common knowledge that, like the rebellion in Libya, the insurgency in Syria has been neither spontaneous nor peaceful. From the outset it has been armed, trained and organized by the US and its allies. Similar to the attack on Libya, the Arab League and Turkey have been at the forefront of the onslaught on Syria. Also like the Libyan case, there is evidence that preparations for war on Syria had been actively planned long before the actual start of the armed rebellion, which is branded as a case of the Arab Spring [2].
Dr. Christof Lehmann, a keen observer of geopolitical developments in the Middle East, has coined the term “post-modern coup d’états” to describe the recent NATO-Zionist agenda of regime change in the region. The term refers to an elaborate combination of covert operations, overt military interventions, and “soft-power” tactics a la Gene Sharp:
“A network of think tanks, endowments, funds and foundations, which are behind the overt destabilization of targeted sovereign nations. Their narratives in public policy and for public consumption are deceptive and persuasive. Often they specifically target and co-opt progressive thinkers, media and activists. The product is almost invariably a post-modern coup d’état. Depending on the chosen hybridization and the resilience of government, social structures and populations perceived need for reform, the product can be more or less overtly violent. The tactics can be so subtle, involving human rights organizations and the United Nations that they are difficult to comprehend. However subtle they are, the message to the targeted government is invariably ‘go or be gone’” [3].

It is no secret that the ultimate goal of the policy of regime change in the Middle East is to replace the Iranian government with a “client regime” similar to most other regime in the region. Whether the policy will succeed in overthrowing the Syrian government and embarking on a military strike against Iran remains to be seen. One thing is clear, however: the ominous consequences of a military adventure against Iran would be incalculable. It is bound to create a regional (and even very likely global) war.
 2. Co-opting the Arab Spring (in Egypt, Tunisia and Yemen) 
When the Arab Spring broke out in Egypt, Tunisia and Yemen, the US and its allies initially tried to keep their proxy rulers Hosni Mubarak, Ben Ali and Abdullah Saleh in power as long as possible. Once the massive and persistent uprisings made the continued rule of these loyal autocrats untenable, however, the US and its allies changed tactics: reluctantly letting go of Mubarak, Ali and Saleh while trying to preserve the socioeconomic structures and the military regimes they had fostered during the long periods of their dictatorial rule.
Thus, while losing three client dictators, the US and its allies have succeeded (so far) in preserving the three respective client states. With the exception of a number of formalistic elections that are designed to co-opt opposition groups (like the Muslim Brotherhood in Egypt) and give legitimacy to military rulers, not much else has changed in these countries. In Egypt, for example, the NATO/Israel-backed military junta of the Mubarak era, which now rules Egypt in collaboration with Muslim Brotherhood, has become increasingly as repressive toward the reform movement that gave birth to the Arab Spring as it was under Mubarak.
Economic, military and geopolitical policies of the new regimes in these countries are crafted as much in consultation with the United States and its allies as they were under the three autocratic rulers that were forced to leave the political scene. The new regimes are also collaborating with the US and its allies in bringing about “regime change” in Syria and Iran, just as they helped overthrow the regime of Gadhafi in Libya.
 3. Nipping Nascent Arab Springs in the Bud
A third tactic to contain the Arab Spring has been the withering repression of peaceful pro-democracy movements in countries headed by U.S. proxy regimes in Bahrain, Saudi Arabia, Jordan, and other kingdoms in the Persian Gulf area before those movements grow “out of hand,” as they did in Egypt, Tunisia and Yemen. Thus, in collaboration with its Western patrons, Saudi Arabia has over the past year cracked down viciously against peaceful protesters not only within its own borders but also in the neighboring country of Bahrain. Leading the invasion militaries of the Persian Gulf kingdoms into Bahrain last spring, the armed forces of Saudi Arabia continue with the support of Western powers to brutalize peaceful pro-democracy protesters there.
While the Saudi, Qatari and other Persian Gulf regimes have been playing the vanguard role in the US-Israeli axis of aggression against “unfriendly” regimes, NATO forces headed by the Pentagon have been busy behind the scene to train their “security” forces, to broker weapons sale to their repressive regimes, and to build ever more military basses in their territories.
“As state security forces across the region cracked down on democratic dissent, the Pentagon also repeatedly dispatched American troops on training missions to allied militaries there. During more than 40 such operations with names like Eager Lion and Friendship Two that sometimes lasted for weeks or months at a time, they taught Middle Eastern security forces the finer points of counterinsurgency, small unit tactics, intelligence gathering, and information operations—skills crucial to defeating popular uprisings. . . . These recurrent joint-training exercises, seldom reported in the media and rarely mentioned outside the military, constitute the core of an elaborate, longstanding system that binds the Pentagon to the militaries of repressive regimes across the Middle East” [4].
These truly imperialistic policies and practices show, once again, that the claims of the United States and its allies that their self-righteous adventures of “regime change” in the Greater Middle East are designed to defend human rights and foster democracy are simply laughable.
 4. Employment of the Divide and Conquer Tactic: Sunni vs. Shia
One of the tactics to crush the peaceful pro-democracy movements in the Arab-Muslim countries ruled by the US client regimes is to portray these movements as “sectarian” Shia insurgences. This age-old divide-and-rule tactic is most vigorously pursued in Bahrain, where the destruction of the Shia mosques is rightly viewed as part of the regime’s cynical policy of “humiliating the Shia” in order “to make them take revenge on Sunnis,” thereby hoping to prove that the uprising is a sectarian one [5].

Quoting Nabeel Rajab, who describes himself as secular with both Sunni and Shia family relatives, reporter Finian Cunningham writes: “The government is attempting to incite divisive sectarian tensions, to intimidate Sunni people into not supporting the pro-democracy movement because it is being presented as a Shia movement.”
Cunningham further writes: “The targeting of the Shia is a tactic by the regime to distort the pro-democracy movement from a nationalist one into a sectarian one. It is also a way of undermining international support for the pro-democracy movement by trying to present it as an internal problem of the state dealing with ‘troublesome Shia’. In this way, the Bahraini uprising is being made to appear as something different from the uprisings for democracy that have swept the region” [5].
In brief, the magnificent Arab Spring that started in Egypt and Tunisia in the early 2011 has been brutally derailed, distorted and contained by an all-out counter-offensive orchestrated by Western powers and their allies in the Greater Middle East, especially Israel, Turkey and the Arab League. How long this containment of democratic and national liberation aspirations of the Arab/Muslim masses will continue, no one can tell. One thing is clear, however: the success of the Arab (or any other) Spring in the less-developed, semi-colonial world is integrally intertwined with the success of the so-called 99% in the more-developed, imperialist world in achieving the goal of defeating the austerity policies of the 1%, reallocating significant portions of the colossal military spending to social spending, and enjoying a standard of living worthy of human dignity.
In subtle and roundabout ways, imperialist wars of choice and military adventures abroad are reflections, or proxies, of domestic fights over allocation of national resources: only by inventing new (and never ending) enemies and engaging in permanent wars abroad can the powerful beneficiaries of war and militarism fend off the “peace dividends” and enjoy the substantial “war dividends” at home.
In the fight for peace and economic justice, perhaps the global 99% can take a cue from the global 1%: just as the ruling 1% coordinate their policies of military aggression and economic austerity on an international level, so can (and should) the worldwide 99% coordinate their response to those brutal policies internationally. Only through a coordinated cross-border struggle for peace and economic justice can the workers and other popular masses bring the worldwide production of goods and provision of services to a standstill, and restructure the status quo for a better world—a world in which the products of human labor and the bounties of Nature could benefit all.

A Football Massacre in Egypt!

Around 73 persons were proclaimed dead and another 180 seriously injured yesterday in Egypt following a soccer match between the local teams of Al Masri (of Port Said) and Al Ahli (the national champion). 

When the news of this "football massacre" invaded the news channels yesterday, I could not really bring myself to "dig deeper" than the "handed-out" headlines. I got the sudden but automatic feeling I have been frequently experiencing: I am becoming increasingly intolerant to any party, and thus any news piece, explaining why yet another one dozen, two dozens, three dozen, ..., ten dozens, of Arab people died.

In the Middle East, and in Lebanon in particular, life has been seriously threatened by stupid, stupid, civil strife for so long that one gets "freaking-ly" accustomed  to news about death.

However, brutal and blood thirsty Zionism never ceased, not for one day, to add insult to injury. The day-in day-out crimes of the Zionist so-called State of Israel in the occupied Palestinian territories brings the value of life to a new low, every single day. So one grows even more accustomed to news about death.

The US sponsored -but of course Zionist plotted- invasions of Afghanistan and of Iraq, and the subsequent "Arab Springs", managed to put news about the "tragic" death of hundreds of people at par with news about a cat stuck in a tree in Elk City in Idaho. The trend of US actions in "foreign policy" over the last decade, made the good old American "cowboyism" less about simple, filmed, occurrences where the US "hero", such as Sylvester Stallone, knocks-down the bad Russian boxer in the heart of Russia itself. It made it more about "complex" and "live" actions where, for example, the President of the USA oversees himself the killing of the leaders of the US-invented Al-Qaeda, and later on, brags about such accomplishment and reclaims suitable praise for it. The last era of US / Zionist deeds in the Afghani, Iraqi, and other Muslim and or Arab soils really managed to make one grow unimaginably accustomed to news about death.

Back to the "football massacre".

Did it really originate in the offensive slogans used by Al-Ahli fans (against the City of Port Said)? Or was it, as claimed in some newspapers, a plot by the Ministry of Interior to punish the Ultras (fans of the Al-Ahli) for being a major player in the Egyptian revolution of the 25th of January (of 2011)?

Whether the former or the latter, or whether it is a mix of both...the life of an Arab person has became more dispensable than the shoes we wear and tear everyday, and thus, change without thinking about it, also everyday!
